A company that employed Maoris and non-Maoris decided that
they wanted to start a programme of testing employees for drug abuse. Their
reasons were to improve the safety record at their plant and to fulfil their
obligations under New Zealands health and safety laws. Carrying out drugs
testing on employees, however, raised ethical questions about employees rights
to privacy, and the question of the legality of such testing under New Zealand
law was uncertain. The Maori employees appeared to be more critical of the
