Health policy analysis

The new Governor of New Jersey is committed to using his powers as the chief executive in the state to address a health problem.  However, they are from the financial sector by profession and therefore, have little experience and understanding of the health issues facing New Jersey.    The Governor asked you to analyze a health problem and provide him with advice on what they should do first. Upon receiving feedback on your policy outline, by Wednesday, Nov. 16th, 2021, at 11:59 pm, they want to see a first draft of the analysis.   Therefore, you must provide your first draft of your policy analysis.  See below for requirements: 
Problem (One sentence)
    What are is the issue addressing? It can be a statement or a question. 
Background (300 words, no more than 350)
     What are your references that confirm this is an issue in New Jersey?  Where do the most at-risk people live? What is available now that addresses this and why is it not enough?
Landscape (300 words, no more than 350)
    Who are the key stakeholders?
     (Make sure you name either specific entities or their related trade association, e.g. hospitals as stakeholders would be NJ Hospital Association, or doctors would be the NJ Medical Association)
     What are the possible factors you can use to analyze a stakeholders position that impact this issue and how do you know? Name at least two.

     Are there any current programs, laws, regulations, etc, that already exists? What is the criteria you are basing this option on? Which stakeholder will be impacted the most? 
     What are the pros and cons of this option?
Options 2 (100 words minimum)
     Are there any current programs, laws, regulations, etc, that already exists? What is the criteria you are basing this option on? Which stakeholder will be impacted the most? 
     What are the pros and cons of this option?
Options 3 (300 words, no more than 350)
     Are there any current programs, laws, regulations, etc, that already exists? What is the criteria you are basing this option on? Which stakeholder will be impacted the most?

Recommendation (100 words, no more than 150)
     Which option should the Governor focus on and why is it preferred over the other ones?  What action can be taken to mitigate or overcome the negative aspects of your recommendation?
