Police Unions and Body-Worn Cameras
On 8/5/18, St. Paul police officers shot and killed Billy Hughes after finding him to be a threat. See the video in your Week 6 Lesson.
Chief Axtell released the video while the investigation was still ongoing, citing transparency reasons. Despite the public outcry for transparency in policing, some unions are rejecting such transparency measures, raising several important issues.
For your third written assignment, your Chief has informed you that the department is writing a policy on body-worn cameras and the release of any critical incident footage. In preparation of writing the policy, the Chief has tasked you with examining the topics from the views of the agency and union leadership. He has directed you first to prepare a memo, and then using the content of your memo, create a multimedia piece (for example, video, poster, PowerPoint, narrated PowerPoint, etc.) presenting your findings to administrators.

Questions to Address

Answer the following.

What value will body-worn cameras provide your agency?
What potential privacy concerns may arise with the use of body-worn cameras?
Should officers be allowed to review camera footage before they make a statement about a critical incident? Why or why not? Provide supporting examples.
What are the pros and cons of releasing critical incident footage to the public and media?
If releasing footage, at what stage of the investigation into the critical incident should it occur?
From the perspective of union leadership, are there any other concerns to address in this policy?

Your memo with policy recommendations should be two to three pages long, not including the cover sheet and reference page, double-spaced.
Once your memo is complete, create a multimedia piece (for example, video, poster, PowerPoint, narrated PowerPoint, etc.) to present your findings to your administrators.
Include your APA formatted resources. For this assignment, you should have at least two academic resources.
